There is a new officer in Beta as of version 3.79.0: Rock Howard (S)
Rock Howard is an Assignment type officer, to be assigned to the Logistics Department. His battlefield skills focus on gathering boosts, giving extra resources on the first 3 gathering marches of each day.
No info yet on how to get him, or when he will be available in the production game (although I assume in a couple of days).
