Command Department

Appoint officers to a position in one of 16 Command Departments.  Any Officer can be appointed, however each Command Department has a combination of specific officers that are more effective in that Department.  The Command Department is unlocked at HQ level 8.

Multiple Officers can be assigned to each Command Department - most allow for 4 Officers, while Quartermasters only allows for 2.  Three Officer parameters are taken into account to determine the impact of each Command Department:

  1. The Officer's star level - the sum of the stars of all the Officers in each Command Department determines how many of that Department's buffs are activated.
  2. Whether the Officer is included in the Specified Officers list for that Department - if you have matched all 4 of a group of Specified Officers for that Department you will activate the lower level of buffs in that Department.
  3. The Officer's overall level - The actual bonus each Department buff provides is highly dependent upon the average level of the officers assigned to that Department.

In addition, each Command Department can be upgraded using Feat.  Upgrading a Command Department improves the value of the Department buffs.

I used to take great care to assign only Specified Officers to each Department, no matter what their level.  However once someone showed me the impact of Officer Level on the Department buffs I realized that whether or not the Officer fit the Specified list for that Department wasn't the most important Officer aspect to consider.  More on this later.

Officer Star Level

When you start out playing Army Men Strike your Officers don't usually have a very high star level.  To see the impact of Officer Star Level, let's look at some examples in the Operator Department:

  

In the first picture the sum of the stars of all the Officers is 8, however the total number of stars required to activate the Paint Production buff is 9 - we haven't met that minimum, so that buff isn't activated.

In the next picture we've increased Roger's star level (from 2 to 3), so we now meet the 9 total stars necessary to activate the Paint Production buff.  Notice also that we raised Roger's level (from 10 to 25, which was necessary to promote him to 3 stars) and take a look at what that did to the buff percentages.  It raised the Paint Production buff from 51.8% to 55.8%.  This is because the average level of all the officers increased from 11.5 ((1+10+25+10)/4) to 15.25 ((1+10+25+25)/4).  The other buffs increased in percentage as well, however they're not activated yet because we don't have enough total stars.

In the third picture we've increased Martin's and Wayne's star levels, so we now meet the 12 star minimum for the Unit Load buff and that's now active as well.  We've also increased the total average level to 25, and the buff percentages have increased along with them.  In fact, it looks like a direct 1:1 correlation between average level and increase in buff percentage for the Paint Production buff, and a 1:2 increase for the other two buffs.

Specified Officers

In the third picture we can also see that we've activated the Marching Speed buff in the Specified Officers section - this is because we've met two requirements:

  1. Minimum total stars (12/12)
  2. All four Officers being used are in the Specified list for that Department:

There are two combinations of 4 Officers that will satisfy the Operator Specified Officers requirement:

  1. Group 1: Eric, Marco, Chris, and Kianna
  2. Group 2: Martin, Wayne, Robinson, and Roger

Obviously we satisfy Group 2.  By the way, you must match all 4 in one of the groups, you can't mix and match between groups and still meet the requirement.  For instance, Eric, Wayne, Robinson, and Roger together won't work.

(Aside: Marco??? Kianna??? Who the heck are these Officers?  I've never heard of them, never seen them in the game.  It's probable that they're leftovers from AMS Beta? In any case - I don't think we can get them, so Group 1 is essentially invalid.  If anyone knows more about these Officers put it in the comments or email amswiki@amswiki.com.)

Average Officer Level

We've already seen the impact of average Officer Level in the above examples, let's keep increasing Officer Level and Stars:

  

In the first picture above we increase Robinson from level 25 to level 40, and promote him from 3 stars to 4 stars.  We aren't able to activate any more buffs (we'd need 16 total stars to activate the next two), but by increasing the average officer level to 28.75 we've increased the buffs again.

In the next picture we decide to abandon Martin and Roger in favor of Wendy and Soldier-X.  These are both S-Class Officers, but that has no effect on the activated buffs or their percentages.  Three things do change, however:

  1. We've increased the average officer level to 34.5 (an increase of 5.75, which rounds up to 6), and that gives us exactly what we'd expect: a +6% increase in the Paint Production buff.
  2. We've increased the total stars to 16, which meets the requirement for the Resource Gathering Speed buff - it's now active.
  3. We no longer meet the requirements of either Specified Officer Group, so we've lost the Marching Speed buff, even though we have enough stars.

In the third picture above we increase the level of Wayne, which brings our average up to 38.25, and results in a corresponding increase in buff percentages.

As I mentioned above, I viewed the Specified Officer List as crucial for my selections for a long time, and after performing this analysis I've really changed my mind, at least in some cases.  In the Operator Department I still think it's important to use the Specified Officers of Martin, Wayne, Robinson, and Roger, and get them to a combination of 16 stars, because that extra Marching Queue buff is so valuable.

Here's a situation where I've decided to substitute out a Specified Officer for a higher level officer instead:

 

In the first picture I have the two Specified Officers for Quartermasters - Bull and Chris.  The problem is that Chris is only level 60, so the average officer level is 90 - not great.  I gain the Gold Gathering Speed, but I never gather gold (it takes way too long for too little) so that's not a buff I care about.

In the second picture I've swapped out Chris for a level 120 Demon Queen, raising the average officer level to 120.  There's a 50% increase in Plastic Production, which I care a lot about.  I've lost my Gold Gathering Speed buff, but that doesn't matter to me.  Demon Queen isn't a Specified Officer for any of the other Departments, so I can use her here.  This is a good tradeoff for my needs.

Upgrading Departments with Feat

As mentioned before, each Command Department can be upgraded with Feat.  Feat are acquired by battling other players, and through the War of Time Bonus activity.

IMPORTANT NOTE: There is a Battlefield Buff that improves the efficiency of Feat Utilization, usually on Sundays (Battlefield Time).  In my opinion this makes it very much worthwhile to wait until that day in order to do your Command Department upgrading.

Upgrading a Command Department is easy - go to the Department page and find the Upgrade button at the bottom of the screen.  Assuming you have enough Feat and you haven't reached the maximum level for that Department, doing so will upgrade that Department and increase the buffs it gives.

Now that we've looked into how the officer parameters and upgrading impact our buffs let's look at each Department individually.

Beginning Recommendation Use any officers you can to achieve the 5 star minimum for Plastic Production, and use the highest levels you can.
Advanced Recommendation Essentially the same thing: Make sure you have at least 5 stars, and use any two officers with level 120 or higher.

 

Quartermasters has only one Basic Buff: Plastic Production - this is an important buff, as plastic ends up being pretty important.  The Special Buff is Gold Gathering Speed.  I never gather Gold (it takes too long for too little production), so in my opinion it's not important to use the Specified Officers.

My suggestion for Quartermasters is to get the minimum of 5 stars to get the Plastic Production Buff, and use any officers you can, with as high of a combined level as you can.  This goes for both beginners and high levels.

I do wonder what the Gold gathering result would be if I were to level up my Chris to 120, but it seems foolish to me to do so - a high level Chris isn't very useful.

Beginning Recommendation That extra Marching Queue is really valuable, so in my opinion that's your goal.  That means you need to get the 4 group 2 officers to 4 stars, each which takes a while.  You could take Robinson or Roger to 5 stars too, which means you could leave Martin and/or Wayne at 3 stars.  Once you achieve your 16 stars you want to level them all up as high as possible to increase your buff percentages.
Advanced Recommendation No different than above - get the Specified Officers to at least 4 stars each, and level them up.  The Marching Queue is the most important.

 

The first goal for your Operators is to unlock that extra Marching Queue.  The Specified Officers are easy to get and to promote to at least 4 stars, and as long as your sum is 16 you don't need to promote them any more (unless you want to for other reasons).  Once you have your 16 stars level them all up as high as you can to increase your buff percentages - especially important is the Marching Speed.

All of the Technicians buffs, including the Special buffs, are useful for your periodic administrative tasks (Construction, Research, and Training).  Your ultimate goal is to have all of the 2nd group Specified Officers with 4-5 stars and as high level as possible.

Beginning Recommendation As you begin the game your need for heavy battle buffs isn't as important as your troop strength and attack officer level, so this section isn't a big focus at first.  Both viable groups require Wendy for the Special Buffs, and if you're F2P (Free To Play) you may not be interested in purchasing Wendy.  Your need for the Inter-Server buffs is likely not high however, so you can substitute out Wendy for another high-star, high-level officer instead to get the local server battle buffs.  Do your best to get as many stars as possible, then level them up, but don't worry about this Department too much (especially the Specified Officers) until you are higher levels.
Advanced Recommendation More advanced players will be trying to eke out every bit of battle buffs they can, and the Strategists Department is an easy way to get some good buffs.  Although I'd prefer to swap Flora-X for Reindeer, unfortunately Flora-X is required in the Artillery Colonel Department, so Reindeer is selected here. Getting all of your Specified Officers to 5 stars shouldn't be too hard, then work on your average level.

 

The focus of the Strategists Department is battle.  Lower level players will get most of their battle strength from troops and officers, but higher level players will want every battle advantage they can muster.

Beginning Recommendation These are all valuable buffs, especially the Metal Production, Construction, and Research buffs, but the requirement of Pumpkin Man in the two viable groups of Specified Officers means you must spend money in order to achieve most of them. Stark isn't common either (although he is available for free, if you're patient).  If you decide not to spend the money on Pumpkin Man you can swap him out for another high-star, high-level officer to get as many of the Basic Buffs as you can.  When/If you purchase Pumpkin Man you can swap him in to activate that valuable Research Speed buff.
Advanced Recommendation You'll have Pumpkin Man and Stark, so activating the Special Buffs should be achievable for you.  In my opinion the most valuable buff here is the Technology Research Speed buff, so get the minimum 16 stars and level those officers up.  By the way: although Spencer is one of the options, he's required for the Copter Colonel Department, so go with Stark if you can.

 

More administrative buffs, but relatively valuable ones, especially Metal Production and Research Speed.  Getting far in the Special Buffs in this department will be difficult/impossible if you are F2P (Free To Play) due to Pumpkin Man.  You can swap in another unused high-star, high-level officer to get the Basic Buffs instead.

Advanced Recommendation Not much difference from above.  The Rally and Deployment Capacities are especially useful for warriors and rally initiators.

 

The Combat Leader Department focuses on battle buffs, and the Specified Officers are achievable for most players.  Soldier-X is a little difficult to get, but if you're patient I believe he becomes available for free every now and then.

Beginning Recommendation Beginners will have a tough time getting ahold of any officers besides Captain Glory, Headless Knight, and Ellen if they're not spending money, so perhaps forgoing the Specified Officers will be a better bet here.  Deals can be found on Sally, Guan Yu, and Turkey Knight though.  My recommendation is to assign what you have, promote them to as many stars as you can, and level them up.
Advanced Recommendation All of these are achievable if you're spending even a little bit of money.  Ellen is required for Strategists, and Sally is required for Commander, so go with Guan Yu and Turkey Knight, along with Captain Glory and Headless Knight.

 

No surprise that Guardians focuses on defensive buffs.  In my opinion the Special Buffs are more important than the Basic ones, so try to get a set of Specified Officers with the suggestions above.

The only Specified Officers that are available for free are Nur and Top Player, so your best bet if you're F2P is to go for high star officers who aren't used elsewhere, then level them up.  The minimum star requirements are substantial, too, making this Department difficult to get very far until you're much higher level and spending money.
Advanced Recommendation Flora-X is required in the Artillery Colonel Department, so stick with group 1 of the Specified Officers.  Fluffy Bear is one of the best Officers to Assign to Defense, and you can use him both here and there, so he's worthwhile to get. Lu Bu is also good for both.

 

Sergeant Major also focuses on defense, with some substantial buffs, but also requiring high star levels of Officers that must be purchased.

Artillery Colonel Department - same thing as the Copter Colonel Department, except more missiles and less rotor blades. The Artillery Colonel Department weakens your enemies low level copter troops, while strengthening your high level troops.

I find this whole department offensive and annoying. First of all, the buffs have little to no importance, since they'll rarely be used. I have seen some very powerful (read 2B+) players use Slug Copter as their main attack plane, but very few of us are going to use any of these planes in any significant capacity. Second, the Specified Officers are the Slug Officers, which are all AMS officers, and as of October 2020 can no longer be acquired, even by purchasing them. If you have all of the Slug Officers go ahead and assign them here. I just think they created this department to encourage us to spend a lot of money.

Advanced Recommendation Put some effort in here to get the Specified Officers, as this Department gives you some good buffs for defending your HQ.

 

The buffs this Department provides are useful in boosting the defense of your HQ, so put some focus here. The Specified Officers are all pretty interesting in their own right, with some Battlefield Skills that are worth checking out.

If I'm irked at the Chief of Strategists Department, I'm delighted at the Chairman of the Joint Staff Department. Both Pegasus and Ice Dragon are frequently used planes, and most of the Specified Officers have other uses that are important (although they are AMS, so you will have to spend a good amount of money to improve them). Lina is very useful when Assigned to the Military Department for Training Troops, I keep Silent Night Assigned to the Technology Department all the time, and Ice Warrior is a good Assignment Defense Officer. (I do think that they added this Department to encourage you to purchase the 2019 Christmas Officers, though.)

Much as they did for the 2019 Christmas Officers with Chairman of the Joint Staff, they added this Department to encourage you to buy all of the 2020 Christmas Officers. The buffs are useful, though, debuffing enemy troops and boosting your own. Start with high-star, high-level officers until you can get and improve all of the 2020 Christmas Officers. You might also notice that the final Special Buff requires all four of your officers to have 6 stars - thanks AMS.
