Your Headquarters building represents your overall level - every other building in your Command Center is limited by the level of your HQ.
In this building you can:
- Access your Career Handbook (which tells you the abilities you have unlocked at each past HQ Level)
- See your HQ Buffs
- Change your Personalized Appearance.
Eventually your HQ can actually produce useful items, but that doesn't happen until much higher levels.
